It occurs to me that the biggest problem with Washington D.C. is that members of Congress have become opposition neighbors.  Consider this if you own a home, then you want to get along with your neighbors.  Or at least as many as possible.  So maybe you turn a blind eye to things that would incense you if they happened across town.  But you go to great lengths to keep your neighbors happy.

Now apply that concept to Washington D.C.  Most if not all congressmen live in Washington more than they live with there constituents.  The opposition has become neighbors.  And the constituents are those people across town.
